Elite Founders

Elite Telecom Partners—owned by Tanya Negrón and Justin Saper—is a tower and telecommunications infrastructure company engaged in the ownership, management, and development of high-capacity telecommunications towers. Formed in 2010, the company develops wireless telecommunications tower sites in Long Island and the entire state of New York along with a host of other services including leasing of antenna space; third-party marketing, management, and leasing of building rooftops and related structures; and network services (i.e., network design, site construction, antennae installation, augmentation, and maintenance).

Tanya Negrón
Tanya co-founded Elite Telecom Partners in 2010 after an 11-year career of progressive roles and responsibilities in wireless site acquisition and project management that included delivery of more than 1,200 site builds in the Northeast market for carriers such as AT&T, Sprint, T-Mobile, Nextel and MetroPCS. In 2007 and 2008, she also led the planning and installation of a broadband wireless network for Northrop Grumman for use by the City of New York’s police, fire, and EMS services.

Negrón currently serves as Business Development Manager and Managing Partner of Elite Telecom Partners, directing its daily operations and managing all facets of its projects’ life cycles—from contract review and redlining to definition of scope, specifications, schedules, and milestones.

Negrón is a 2001 graduate of New York State University of New York College at Buffalo and earned an MBA with a concentration in technology management from the University of Phoenix in 2010. She is a Licensed Real Estate Sales Person in the State of New York and a Certified Buyer Representative (CBR). Her professional affiliations include the National Association of Realtors and the New York State Association of Realtors, Long Island.

Justin C. Saper
Justin C. Saper co-founded Elite Telecom Partners in 2010 after spending 15 years in radio frequency engineering and site development for Sprint/Nextel in the New York Metro and Long Island markets. In this role, he directed and executed all engineering and operational activities related to cellsite design, performance and network optimization/maintenance for 300+ cell sites on Long Island.Saper is a two-time award winner of The Excellence in Engineering and 2002 Circle of Excellence in Engineering Award.

During Saper’s tenure with Sprint, he managed the network modifications necessary to handle radio frequency traffic for events including the September 11, 2001 terrorist attack on New York’s World Trade Center, the 2001 crash of American Airlines Flight 587 in the Rockaways, the October 2008 Presidential Debate at Hofstra University, the design and implementation of an in-building distributed antenna system at JFK International Airport , and the 2002 and 2009 U.S. Open in Bethpage.

Saper currently serves as Principal Engineer and Managing Partner of Elite Telecom Partners, where he directs client relations, daily management of the company’s Services Division, Managed Sites, and New Tower Builds. Justin Saper holds a letter of accommodation from Thomas J. Spota U.S. District Attorney’s office in which he spear headed the capture utilizing E911 resources in conjunction with the FBI and Suffolk Homicide Detectives and the prosecution while testifying as an Expert in Radio Frequency Propagation and Antenna Theory.
